What is a heat interface unit?

A heat interface unit (HIU) is a compact unit, usually wall-mounted and similar in size to a domestic combi boiler, that connects an individual flat or dwelling to a district or communal heating network. Unlike a boiler, an HIU doesn't burn any fuel itself — there's no flue and typically no gas connection at the unit. Instead, it uses one or two plate heat exchangers to transfer heat from the network's primary hot water circuit into the property's own heating and hot water circuits, on demand.

Indirect HIUs — the standard for most UK residential schemes — use a heat exchanger on both the heating and hot water sides, keeping the network water completely separate from the water circulating inside the property. Direct HIUsare simpler and use network water directly in the heating circuit, with a heat exchanger only on the hot water side — less common in the UK, as it couples the property's heating circuit to network pressure and temperature.

How district and communal heating works

District and communal heating networks generate hot water at a central energy centre or plant room, then circulate it through insulated pipework to every connected building or block. The energy centre is most commonly a gas-fired plant room, though many newer and retrofitted schemes now draw on heat pumps, waste heat, or other lower-carbon sources — the individual flat generally doesn't need to know or care which, since the HIU works the same way regardless of what's heating the network.

Each flat has its own HIU, which meters the heat used and transfers it into that property's heating and hot water on demand — much like having your own boiler, but without the combustion, flue, or gas safety inspection that a boiler needs, since the fuel-burning equipment is centralised at the energy centre rather than in each home.

Common HIU faults we fix

HIUs are generally reliable, but a handful of faults come up regularly. No hot water is often down to a blocked strainer, a limescaled plate heat exchanger, a stuck actuator or motorised valve, or a failed temperature sensor. No heating can point to similar causes, or a control fault within the unit itself. Low system pressure — usually needing to sit somewhere around 1–2 bar — can cause heating to lock out even where hot water still works.

Regular servicing catches most of this before it becomes a breakdown: cleaning strainers, checking the plate heat exchangers for scale, testing actuators and sensors, and confirming the unit is metering and performing correctly.

Regulation

Heat networks are now regulated by Ofgem

Statutory regulation of the UK heat network sector came into force on 27 January 2026, with Ofgem now acting as the heat networks regulator for Great Britain. New consumer protection rules cover registration, fair pricing, billing and standards of conduct for heat network operators and suppliers — giving heat network customers protections more comparable to gas and electricity customers. Existing networks are expected to be registered with Ofgem by 26 January 2027.

Frequently asked questions

Is a heat interface unit the same as a boiler?

No. A boiler burns fuel — usually gas — to generate heat itself, which is why it needs a flue and an annual gas safety check. An HIU doesn't burn anything; it simply transfers heat from a shared network into your flat's heating and hot water using a heat exchanger, on demand. The fuel-burning equipment sits centrally at the energy centre serving the whole building or development.

Who is responsible for maintaining a HIU — landlord or tenant?

This depends on the lease or tenancy agreement, but HIU maintenance is most commonly the responsibility of the landlord, freeholder or managing agent, often funded through the service charge. Individual leaseholders and tenants should check their specific lease or tenancy terms.

Do you need to be Gas Safe registered to service a HIU?

Not for the HIU itself — since there's no gas connection or combustion inside the unit, it falls under plumbing and heating engineering rather than gas safety work. Gas Safe registration is only relevant to the gas-fired plant at the central energy centre, where applicable. What's the difference between direct and indirect HIUs?
